Borrowing for town hall approved Greenville Town Board will take advantage of low interest rates By Kathy Bagnall Post-Cresecent correspondent TOWN OF GREENVILLE The Town Board is taking advantage of the lowest interest rates in 20 years as it borrows money for a new town hall.

The supervisors agreed Monday to borrow $1.2 million to pay for the hall, which will be built this summer. Also included in that amount is the refinancing of a water utility debt and a loan for business park improvements. The board was pleased to learn that they will be getting a net interest rate of 4.57%. The town will issue general obligation promissory notes. Refinancing existing loans will save the town a substantial sum of money.

There will be an $11,000 savings on the water utility borrowing and $44,000 will be saved on the business park loan. The board has received a petition from residents of the Mayflower Manor neighborhood, who would like to receive municipal sewer service. Signatures were received from 24 of the 39 homeowners in the area, or according to Town Clerk Debbie Wagner. Town Chairman Jim Wunderlich said the neighborhood is included in the East Central Wisconsin Regional Planning Commission's sewer service area, but has not been taken into the Greenville Sanitary District. He said a hearing on the matter can be held June 15.

If the Mayflower Manor area is taken into the sanitary district, sewer lines could be put in this fall, Wunderlich said. The supervisors are looking at how they should divide the responsibilities of managing town affairs. They will divide the management of such areas as insurance, building maintenance, parks, roads, budgets, the business park and refuse pick up. Exactly who will manage specific areas has yet to be determined.
