Brief Summary of Work for this Position

The Government Contracting Assistance Program ( GCAP ) Counselorprovides specialized and professional technical assistance toindividuals and businesses that are seeking to pursue andsuccessfully perform undercontracting and subcontractingopportunities with the Department of
Defense (DoD), federal agencies, state of North Carolina, and localgovernments/municipalities.

This position seeks out and assists Small Businesses, SmallDisadvantaged Businesses ( SDB ), Women-Owned Small Businesses (WOSB ), Historically Underutilized Business Zone (HUBZone) SmallBusiness Concerns, Service-Disabled Veteran-Owned Small Businesses,and Historically Black Colleges and Minority Institutions.

Minimum Education and Experience Requirements

Bachelor’s degree and one year of experience related to the areaof
assignment; or equivalent combination of training and experience.All
degrees must be received from appropriately accreditedinstitutions.

Preferred Education, Knowledge, Skills & Experience

  • 5 years of experience related to the area of assignment
  • A Master’s degree in Business Administration, Supply ChainManagement, or Contracting
  • Government contracting experience as well as general businessexperienc, this may include local, state, and federal contracting,supply chain management, small business specialist, or a smallbusiness liaison officer with a federal prime contractor

Primary Purpose of Organizational Unit

The Government Contracting Assistance Program ( GCAP ) is a specialresource area offered by the Small Business and TechnologyDevelopment Center ( SBTDC ). GCAP has been assisting NorthCarolina businesses for over 30 years. Our purpose is to generateemployment and improve the general economic condition of the stateby assisting North Carolina companies, including those eligible forbusiness development programs for local, state,and federalgovernment contracts. We provide procurement technical assistanceby offering no-fee and confidential counseling on selling productsand/or services to the appropriate local, state, or federalgovernment agency.
