The European Commission plans to exclude China from half of its €93.5 billion Horizon Europe research and innovation programme. This move includes prohibiting joint work between Chinese and European scientists on health-related topics.
A draft of next year’s work programme, which outlines Horizon Europe calls for 2026-27, proposes excluding Chinese entities from Clusters 1, 3, and 4. These clusters cover key areas such as health, civil security for society, and digital, industry, and space sectors.
This decision marks a significant shift in the collaboration framework within Horizon Europe, aiming to address strategic and security concerns related to partnerships with China.
