Pa. Attorney General’s Office Child Predator Section announces arrest of Philadelphia man

**Abdiel Mendoza Arrested by Pennsylvania Attorney General’s Child Predator Section**

Abdiel Mendoza, 31, of Philadelphia, has been arrested by the Pennsylvania Attorney General’s Child Predator Section for possessing and disseminating child abuse material — including a 170-page “guide” on how to have sexual “relationships” with children.

According to Pennsylvania Attorney General David Sunday, Mendoza has been charged with numerous felonies following the execution of a search warrant last week at his Griscom Street home in Philadelphia. Mendoza’s cellphone and computer were seized by the Office of Attorney General agents. He was arraigned on Friday, with bail set at $50,000, which was posted.

“The materials found in this case are deeply disturbing and involved a level of depravity that prompted swift and efficient actions from our Child Predator Section,” said Attorney General David Sunday. “Sexual contact or sexual exploitation of children is criminal behavior, and prosecuting offenders is a top priority of this office.”

Specific charges against Mendoza include 23 counts of Photography/Film Depicted on a Computer, Sex Acts – Knowingly Permitting Child, and Criminal Use of a Communications Facility.

Mendoza was arrested on September 25, 2025, and is scheduled to face charges on October 15, 2025.

Agents discovered several child sexual abuse material files that Mendoza was sharing on peer-to-peer online platforms. Additionally, a 170-page PDF file titled “How to Practice Child Love,” described as a how-to guide on engaging in a sexual relationship with a child, was found in his possession.

The case will be prosecuted by Deputy Attorney General Kimberly Moraski of the Child Predator Section.
