**Bhopal (Madhya Pradesh): High Court Allows Intervention Petitions Supporting Promotion Law**
The High Court, principal bench at Jabalpur, recently allowed intervention petitions filed by numerous employees and officers, including the Anusuchit Jati-Jan Jati Adhikari Karamchari Sangh (AJJAKS), in support of the new promotion law. These applications were approved on September 16, 2025.
Following this development, interveners submitted applications challenging the Promotion Rules 2025. They raised objections concerning the locus standi and maintainability of petitions filed by the Samanya Pichhda Alpsankhyak Kalyan Samaj (SAPAKS). SAPAKS and other petitioners specifically challenge the provision of 20% reservation for Scheduled Tribes (ST) and 16% for Scheduled Castes (SC) under the new rules.
SAPAKS has alleged that the government’s primary report failed to address significant concerns, including issues related to the creamy layer and the reversion of officials who were promoted under the previous rules.
On September 25, Additional Advocate General Harpreet Rooprah mentioned the matter before the court and scheduled the next hearing for October 16. The government informed the court that Supreme Court advocate Vaidyanathan was unavailable to appear at this time.
Prior to the publication of the Promotion Rules 2025, AJJAKS had filed a petition that was initially listed for the first hearing on September 25. However, due to the government’s request for additional time, this petition will also be heard on October 16, alongside the main case.
The developments signal ongoing legal scrutiny of the promotion rules, with key stakeholders closely monitoring the court proceedings. Further updates will follow after the October hearing.
